§ 52.02. RULES FOR WATER CONNECTIONS.

  • In addition to state laws and regulations, the following rules must be observed and carried out in all work relating to water main connections or laying, relaying, or repairing water pipes:
    (A) In making any connections with water mains, the tap must be made at an angle of at least 45 degrees with the vertical, and the service pipes must reach a depth of at least 8 feet below the grade of the street at a point within 2 feet of the main and continued that depth to the line of the street and alley.
    (B) All connections with the street mains shall be laid by screwing the corporation cock directly into the main, or saddle.
    (C) (1) Excavation for service pipe may be done either by open ditch or by pits and boring between same.
    (2) All refilling shall be done by tamping or vibrating compaction, or both, after pipe shall have been properly laid, inspected, and approved. Contractor shall provide a minimum 98% standard Proctor density under all streets and alleys.
    (D) All deficiency of earth or fill shall be supplied by the person doing the work, and all excess and rubbish shall be removed from the streets, avenues, alleys, or public grounds. Owner shall not obstruct, cover, or prevent access to curb stop.
    (E) All services shall be provided with a shut off valve immediately within the building supplied.
    (F) (1) All maintenance and repair of a service, or any part thereof, shall be borne by the owner of the
    property served. The property owner and/or contractor shall provide a payment bond and performance bond for the connection work which shall cover a period of 1 year from the completion date.
    (2) In the event of default of paying the city cost, the water service shall be discontinued and all cost assessed to the property.
